Jakarta – Vice President Ma’ruf Amin said the COVID-19 pandemic provided insight for the continuation of government bureaucratic reform, because the implementation of the work from home policy forced the state civil apparatus (ASN) to adapt and innovate so that its performance remained optimal.
“Behind the ordeal, it also provided good wisdom. Since the beginning of the pandemic, ASN has been required to adjust and carry out new ways of working by implementing work from home, while continuing to work from home productively,” said Vice President Ma’ruf when chairing the meeting Steering Committee for the National Bureaucracy Reform (KPBRN) from vice presidential official residence on Monday.
During the implementation of the policy of working from home, the optimal use of information and communication technology becomes a challenge faced in governance, said Ma’ruf.
The implementation of the Electronic-Based Government System (SPBE) must be immediately achieved and implemented in all government institutions, both ministries, non-ministerial government agencies, and at the regional government level.
“The acceleration of the application of digital bureaucracy through SPBE must continue to be improved. This digital bureaucracy also needs to be supported by digital leadership, digital human resources, digital infrastructure, and supporting rules,” said the Vice President.
In addition, the success of bureaucratic reform must also be supported by the professionalism of ASN through good management. Vice President Ma’ruf requested that the formulation of ASN governance for bureaucratic reform must be completed immediately.
The meeting was held virtually in Jakarta on Monday, led by Vice President Ma’ruf Amin as the Chair of the KPBRN and the National Bureaucracy Reform Team and attended by the Coordinating Minister for Polhukam Mahfud MD, Coordinating Minister for Economic Affairs Airlangga Hartarto, Coordinating Minister for Human Development and Culture Muhadjir Effendy, Minister of Administrative Reform and Bureaucracy Reform (PANRB) Tjahjo Kumolo, Minister of Development Planning / Head of the National Development Planning Agency (Bappenas) Suharso Monoarfa, Minister of Law and Human Rights Yasonna Laoly, and Chief of Staff of the President Moeldoko.
